What if copyright infringement were made completely impossible? What if we had perfect enforcement at the technical level?

Today’s demand for permissively licensed content is nearly zero because most people can get away with small-scale infringement. If that were no longer possible, all of these infringements would be replaced by much more demand for permissively licensed content. Any publishers unwilling to satisfy the demand would be left in the dust by those who would.

I think that would be a great idea.
I thought about what would have to be done to (slowly) reach that point. A good starting point would be to have professors and teachers educate the students about copyright infringements and how to avoid them. I don’t know how many fellow students never heard of creative commons. The flickr search option for creative commons is there, but who uses it properly when in search for photos for the next PowerPoint slides? Students would have to avoid copyrighted material completly and solely rely on CC content. Make the teacher/professor care about that. If more students/pupils grew up with the knowledge how to comply with copyrights and still get the content they needed for achieving certain tasks, we would have made a step in the right direction.
